Mr. Saxe formed Tomac Cove in 2025 to manage investment opportunities in private infrastructure. He currently serves as a board member for Black Bayou Energy Hub.
Most recently, Mr. Saxe served as Partner at Global Infrastructure Partners, a part of BlackRock. He had been an original founding member of the Mid-Market team while it was a part of First Reserve in 2011. At the time of Mr. Saxe’s departure, the Group managed approximately $20 billion of capital commitments across four global funds, a Middle East focused extension and over 20 co-investments. The team had created and managed 57 portfolio companies across the globe.
Mr. Saxe had served as a member of the Investment Committee since 2017 and led investments in the Energy and Digital Infrastructure sectors. During his tenure he served in a Board capacity for investments including: NoVa DC JV, Portland Natural Gas Transmission System (PNGTS), Gigapower, Phoenix Tower International, Glass Mountain Pipeline, Meade Pipeline and Navigator Energy Services.
Prior to joining BlackRock, Mr. Saxe was a Director in the Corporate Development Department at Loews Corporation. Prior to Loews Corporation, he was in the Investment Banking Division at Lehman Brothers. Mr. Saxe holds a Bachelor of Commerce from McGill University.
Nikola Trkulja, Partner
Nikola Trkulja joined TCIP to lead digital infrastructure investing.
Most recently, Mr. Trkulja was a Managing Director at Grain Management, a leading private investment firm focused on telecommunications with nearly $10bn AUM. Joining as Grain’s third investment team member, he became a member of the firm’s Investment and Valuation Committees, co-led wireless spectrum investments and oversaw investments across towers, fiber and services. He also served on the boards of numerous portfolio companies, including Phoenix Tower International, Great Plains Communications, Hunter Communications, Network Wireless Solutions and LightRiver Technologies.
Prior to Grain Management, Mr. Trkulja worked in the Asset Finance group within Morgan Stanley’s Global Capital Markets division. There, he executed over $10bn of complex financings, developing numerous innovative “first-of-their-kind” financing structures, including Grain Management’s first ever securitizations of wireless spectrum licenses.
Mr. Trkulja holds a Bachelor of Arts from Vassar College where he graduated with honors in Economics and Political Science.
